Our work in studying group relatons conferences with Q may include some 
ideas that you might find relevant. It is possible to open one or two of 
these chapters or articles by going to www.ispso.org and linking to 
"Membership" and then to "Directory", then to "l-n" and scroll down to 
"Lipgar" and link to "publications" under my name and after my adress, etc.

There you will see a partical list of my publicatons since 1990 and several 
will be in red which are the ones that you can open, download and even print 
out. But without knowing more about what you "program evaluation" refers to 
I can't tell you that these will suit your needs at this time. But since it 
is on the internet, you might find it worth checking out.
