Telecom reform in underway in all countries, and at
regional and international levels. It is
characterised by new lays an policies and the
establishment of regulatory agencies to implement
them in a new dynamic international market
environment.
The success of telecom reform will depend heavily
upon the establishment and maintenance of effective
regulation. It must encompass a wide range of
expertise and be informed, forward looking and
adaptive in helping to shape the information
infrastructure - the foundation for 21st century
information societies.
Despite new laws in the USA, Germany, Denmark and
other countries, new directives from the EU and
other regional organisations, and new international
agreements at the ITU and WTO, telecom policy and
regulatory issues are becoming more difficult and
complex not more clear.
This book address the process of policy and
regulatory reform in telecom that is now in its
formative stage. It draws on detailed knowledge of
industry development and regulatory experience, as
well as expertise in the new technologies,
industries, economics, policy development. Law and
other areas to present and critique the principles,
policies and regulatory practices associated with
telecom reform.
