Announcing the Inauguration of the
Olympic Media Awards
As mayor of the host city Seoul during the Games of the 24th
Olympiad, I find it particularly pleasant to announce the
inauguration of the Olympic Media Awards by the Seoul
Olympics Memorial Association. This international competition of
the world's media grows out of our desire to see the Olympic
Movement continue to be a permanent and universal activity.
The Olympic Games today are accessible to billions of people
through the mass media. The International Olympic Committee
recognizes the media as a full member of the Olympic
Family; yet there has never been a regular award program that
recognizes and encourages the important contributions of the
media to the Olympic Movement.
To fill that void, the Seoul Olympics Memorial Association has
taken the first necessary step by initiating the Olympic Media
Awards. This award competition will be conducted biennially,
beginning with the period covering the 1996 Games of the
Olympiad. It is made possible by a principal grant from the
Samsung Press Foundation.
We will ensure that the awards program will be a permanent,
international competition with high standards of quality and
integrity. To that end, we look forward to your enthusiastic
participation in it as you submit works that exemplify your best
professional efforts. Together, we are launching a very
meaningful tradition in the relationship between the media and
the Olympics.

Rules of the Olympic Media Awards
1. Introduction--The Olympic Media Awards (OMA) are a continuing
and permanent international program of the Seoul Olympics
Memorial Association. The Awards will be presented once every two
years, immediately following the respective Games of the Olympiad
and Olympic Winter Games. The program is run by the Olympic Media
Awards Committee (OMAC).
2. Objectives--The Awards are intended to recognize and encourage
excellence in the mass media's coverage of the Olympic Games,
the Olympic Movement, and other Olympics-related subjects for
general audiences, local, national, and international. This
journalistic excellence may be manifest in reportage, explanatory
pieces, editorials, indepth/investigative work, editorial cartoons,
commentary/opinion/analysis, and works employing innovative media
technologies and creative professional skills.
3. Evaluation Criteria--Winning entries are expected to be:
(a) substantively relevant to Olympism and Olympics-related
subjects, (b) contextually related to the Games at the time or
host city/country, especially its culture, and (c) journalistically
perceptive, innovative, and superior. Judges will use these
criteria in evaluating entries.
4. Categories of Competition--There will be three categories
of competition: (a) Print Media (newspapers, magazines,
other periodicals, books), (b) Broadcast Media (television,
radio, film), and (c) Photography (including works from news
agencies). Writers of news agencies may opt for Print Media
or Broadcast Media depending on whether their works are
printed or broadcast.
5. Eligibility--Eligible to participate is any journalist or
team of media personnel responsible for the creation of either
a single work or series, published or broadcast for general
audiences for the first time during the competition period.
The competition period for the 1996 Awards is April 1, 1994,
to September 30, 1996.
6. Submission of Entries--Entries for the 1996 competition must
be postmarked no later than November 15, 1996, and they may
be forwarded either to the Seoul Office of the program or to
its International Office in Cleveland, U.S.A. Each entry must
be submitted with an entry form completed, and it should observe
the "Technical Specifications" listed below. One may compete
in as many categories with as many different entries as one
chooses. There is no entry fee.
7. Prizes--The Awards will recognize, in each of the three
categories of competition, one First Place with $10,000 and
a plaque, one Second Place with $5,000 and a plaque,
one Third Place with $3,000 and a plaque, and five Honorable
Mentions with $1,000 and a diploma each. Recipients of awards
are individuals and teams, not institutions. It is the
recipient's responsibility to pay taxes on the prizes, if any,
in one's country.
8. Panel of Judges--Entries will be evaluated by an international
panel of five to seven judges appointed by OMAC. It will be
the sole decision of the judges as to whether an award will be
given in each category. Decisions by the panel of judges are
final and not subject to review by any other person or institution.
OMAC may also appoint a preliminary panel of judges in case the
the volume of entries is extensive.
9. Award Ceremony--A list of winners of the Awards for 1996
will be mailed to all participants during the first week of
April 1997. Prizes, plaques, and diplomas for all winners
except for first-place winners will be mailed during the last
week of April 1997. First-place winners will be invited to
attend an award ceremony to be held in Seoul, Korea, in mid-
September 1997, with all travel-related expenses paid. If a
team or co-authors are first-place winners, only the principal
person or the first-listed person will be invited. Those attending
the award ceremony will be expected to conduct a free and public
seminar during their stay in Seoul on subjects relevant to their
winning entries.
10. Agreement--(a) Entries cannot be returned, and they become
a part of OMAC's collection and archives; (b) OMAC reserves
the right to use all entries for functions of the Awards
program and for the cause of Olympism (i.e., program publicity,
exhibitions, academic uses, and other not-for-profit purposes).

(c) Participation in the Awards competition implies acceptance
of this Agreement and all other Rules by the entrants and their
media.

Technical Specifications for Entries
1. Print Media Category--An entry may be a single article/item or
a series of articles/items. Each entry must be submitted in
duplicate (2 copies) in a format suitable for reproduction on
the 8.5-by-11 inch paper. If this preparation entails change
in the originally published shape of the work, entrants should
also submit a tear sheet from the original publication. If the
text of the entry is neither in English nor in French, you must
additionally provide in duplicate either an English version
(preferred) or a French version of the text by translation.
Editorial cartoons belong to this category.
2. Broadcast Media Category--An entry may be a single program or
a series of programs. For television, specify NTSC or PAL.
Provide either 3/4 inch U-Matic tapes or 1/2 inch VHS tapes
in duplicate. For radio, submit 1/4 inch reel-to-reel or
cassette tapes in duplicate. For both television and radio,
entrants must provide the text or script in duplicate. If
the language used is neither English nor French, then provide
in duplicate either an English text (preferred) or a French
text. Films may be submitted in 16 mm motion picture, 3/4
inch U-Matic tapes, or in VHS tapes, together with an English
or French text, all in duplicate.
3. Photography Category--An entry may be one photo or a photo
essay, either in color or black and white. Each photo mustbe
submitted in duplicate, with captions written in English or
French. Also provide a tear sheet from the original publication.
Photos should be approximately 8-by-10 inches in size. Winning
entrants may be asked later to make negatives or original digital
media available.
