WHICH WILL BE THE PLACE AND ROLE OF THE COMMUNICATION FOR DEVELOPMENT OR
DEVCOM ISSUE FOR THE NEXT CENTURY?

At the 1994  IAMCR Scientific Assembly in Seoul, an informal round table
on communication for development was organized by UNESCO in cooperation
with IAMCR, specifically with Dr Jan Servaes Chairman of the Section on
Participatory Communication Research. An annotated questionnaire was
circulated to selected communication researchers and lecturers. During a
brief two-hour session, they ventilated their views and observations which
were later re-formulated into a coherent thematic text. Dr Servaes and
Carlos A. Arnaldo, Chief of Free Flow of Information and Communication
Research, UNESCO co-chaired the session and prepared a short joint
statement at the end.

Both the original questionnaire and the thematic texts are reproduced.
It had been hoped that the texts would have been published earlier and
therefore would have had a much broader circulation before this time. The
circulation of these texts through the Internet may be more efficient in
eliciting responses.

We invite communication researchers, trainers and specialists to study
these texts and contribute to the larger dialogue on these issues. Some
practical suggestions are proposed at the end of the report and your
comments on these are most welcome.

We propose the following procedures:

1-  Those people who plan to attend the IAMCR Conference in Sydney, August
17-22, 1996, and are familiar with the DevCom issue, are invited to read
the report of the Seoul Roundtable and comment upon it in view of the
question: Which will be the place and role of the DevCom issue for the
next century? If you want to participate in the discussion in Sydney,
please contact the convenors (below).

2- The Seoul report is put on the INTERNET. You could access it
at the following address: http://www.kubrussel.ac.be/psw/pcr.html

3- Those of you who cannot come to Sydney but would like to contribute are
invited to respond and comment in advance. A brief statement of about 2
pages would do. Please email your comments to one of the convenors: Carlos
A. Arnaldo (UNESCO), Anura Goonasekera (AMIC) or Jan Servaes (Section
President PCR-IAMCR). Your comments will be shared with the other
participants in Sydney.
