Your letter to the treasurer of the IAMCR was exactly was
I was up to write. We non North Americans have this discussion every year
on  IAMCR Net, but nothing is changing.
I'm sorry, but I cannot understand why it is such a big deal for IAMCR to get
a credit card contract for membership payments. 

Here in Austria banks would charge me $50 for making an international money 
transfer.  I cannot take the suggestion seriously to ask an american
collegue to 
pay the membership for me. IAMCR was always proud of its international
orientation,
should this not be demonstrated in such simple things like easy payment
conditions
too?
